Production evidence: a 1m 38s cycle on 2026-10-31 where contract appraisal alone took 1m 22s (a full 400-contract due slice at the cap) inside the same minutes as The Forge sweep. The appraisal pass now runs on a 20 second wall-clock budget; an oversize slice stays partly due and drains over the next cycles instead of stretching one. After a region sweep over 30 seconds in the same cycle, the pass sits that cycle out, so the two heaviest passes never stack. Pricing inputs, ordering and stored results are unchanged. One test pins the budget: a spent budget prices nothing and leaves the slice due; the unbounded pass then drains it.
