Nav tab links take a lightened tone on the Triglavian and Jove schemes

Tab links inherit the shared link color, which on a scheme is the scheme core tone: Triglavian core is a very dark red and Jove violet sits dim on the tab glass. The section tab and subtab links on those two schemes now take a lightened cut of the scheme tone (Triglavian: its highlight red mixed toward white; Jove: its core violet mixed toward white). No other links or accents change.

Measured in Chromium (Blink) against each scheme ground, with the default theme as the reference: Triglavian tab text goes from about 2.8:1 contrast to about 6.4:1 (the default theme tabs measure 6.45:1), Jove from about 4.8:1 to about 8:1.
