At middle widths (above the 45rem phone band, up to 84rem where the three-pane desktop layout fits again) the Pilot Overview uses two columns instead of squeezing the desktop layout:
Desktop above 84rem keeps the three-pane layout and the single row of four cards exactly as before; the queue list is the only change there. Phone below 45rem keeps the current stacked layout. All rules live in overview.css; the overlay reuses the existing sheet pattern (fixed panel, z-index 98 backdrop and 99 sheet, the shared insp-x close control) and a reduced-motion guard. No new render-time computation: one boolean and one close link added to the overview view.
Verified in Chromium (Blink) against the demo rig at 390, 720, 721, 768, 900, 1024, 1124, 1250, 1344, 1345, and 1440 CSS px: card rows and columns, pane tracks, table fit, queue rows and columns, and the inspector state (column, hidden, or fixed overlay) measured at each width. The 84rem boundary was derived from measurements, not picked: the skill table needs 542px and the four cards need a 1132px container, which the page chrome only leaves above about 1330px.
