Delete branch "fix/setup-dev-provisioning"
Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
setup.sh --build-dev now provisions local PostgreSQL for the DATABASE_URL a checkout .env already carries: it parses the URL, creates or updates the named role with the URL password, and creates the named database, leaving the .env file unchanged. A DATABASE_URL on another machine is left alone, with a note saying so. A local URL the script cannot take apart, or one without a password, stops the script with a message naming the problem instead of provisioning the wrong thing.
The script also clears the postgres account expiry before its su postgres calls (dev provisioning, the production database step, and the memory tuning step), so the expired postgres account the Arch package creates no longer stops su.
