Fixes the intel reader shapes found by scoring it on synthetic reports (questions, cleared/no vis, ship multipliers vs hostile counts, linked names, system choice, regions vs ships, short segments with ships, sign-offs) and adds the internal/inteltag runtime, not yet wired. Same change as GitHub PR 842; see the commit message for the full list.
